Fifty cupcakes will be available to early comers at City Hall on February 10 to start the celebration of one of the greatest philanthropists to the City of Winchester. <\/p>\n<p>Activities continue on February 11 at the Old Hospital, 333 West Cork Street at 11 a.m. for a presentation on Rouss\u2019s contribution to Winchester\u2019s medical community. The PHW cookie brigade will be on hand with light refreshments.
